United Nations membership requirements
"Participation in the United Nations is available to any remaining harmony adoring states which acknowledge the commitments contained in the current Charter and, in the judgment of the Organization, are capable and able to complete these commitments.
The affirmation of any such state to participation in the United Nations will be affected by a choice of the General Assembly upon the proposal of the Security Council."

On a basic level, just sovereign states can become UN individuals. Be that as it may, albeit today all UN individuals are completely sovereign states, four of the first individuals (Belarus, India, the Philippines, and Ukraine) were not autonomous at the hour of their affirmation.
